from where i should attest my educational docs from IBCC HEC or ?????

I have got positive LMO and job offer i am going to apply the temporary work permit. so from where should i attest or verify my educational documents
one of my friend says that all the educational docs can be attest or verified from any notary public and they take only 30 to 40 rupees for each certificate
is that so ???? or should i attest them from IBCC and HEC and MOFA(Ministry of Foreign Affairs) ????????????

Please help me out i don't have much time
