Are you planning on getting a visitor's visa for the religious conference and then attempting to convert it to a work permit?

No one can convert visitor visas to work permits. It doesn't happen. If you find an employer with an approved LMIA, you could apply for a work permit, but it takes 4-6 months for the LMIA to be approved, plus the processing time for the work permit, which could be months.

If your intention is to try to get a visitor visa for a religious conference and then get a work permit, you are not a genuine visitor and may be refused a visitor visa.

No I was asked to enquire by my colleague, she's already spent a lot thinking She could stay back there after her visit.

It is very difficult to do this. The processing times alone are much longer than the visa validity period. So your colleague would need to extend her stay in Canada, and would need a reason plus sufficient funds to do so.

If she thinks she can get a job with an LMIA now, she should have the employer give her an offer letter and she could apply using express entry. It doesn't require the possibly improper use of a visitor visa.

Official proof from the government that a Canadian employer attempted to hire a Canadian person, could not, and now has permission to hire a foreigner.
