From Visitor Record to Study Permit?

I have a friend of mine who’s seeking help in this:

His wife in Canada has a visitor record, she initially was here a student (with valid study permit- which was switched to visitor record) but, due to circumstances she wasn’t able to continue as student. she switched her status to visitor based on husband post graduate work permit (she has valid visitor record expire when husband work permit expire in May 2016)

No she wants to go back to school? Is there a way she can get a study permit, while she’s inside Canada?

she prepared for all docs what she did for previous study permit and send to app to LA.

My case was a bit different, my wife initially came to canada on visit visa, and had visitor record,
we change her status to student inside Canada as she is a spouse of study permit holder, she did not have to send her passport to LA or to the states, if she is not legally married, then she would have to send her passport to the States and apply for study permit
( approve of marriage is required )
