It doesn't depend on the airline. If airlines are refusing boarding, they are acting on misunderstood information. But on Canadian soil, nobody is going to be refused entry because of a hotel reservation. Maybe issued a fine if they're really unreasonable but that's it. Suggest people to have their money ready for quarantine if they did not manage to book the hotel through the line.
It's unclear whether it will be free or will cost money but either way in the upcoming weeks the government clearly plans to make everyone pay.
So far only @blackrabbitqueen is the only source who travelled from the US seems to have a different story and it's still vital that you book a hotel through the line. What applies to one may not apply to another.
