dear forum member, I want to share my situation with you and have your opinions and suggestion. I have been sponsored by my husband in montreal, canada since november 09, The sponsorship was approved and I got Quebec approval also and the selection certificate for me and my son, My file was supposed to be sent to Port-au-Prince when the earthquake happenned and I lost my home, since then I have been to Dominican republic, to US with visitor visa and asked for a visitor visa to canada which was granted. I am happy to be now with my husband and my son is happy to be with his papa. But I still don't have PR. I would like to know if it is possible to have my file transfered from P-a-P visa office to in canada visa office. is it possible to jump from outland to inland, can I get at least a work permit? any information will be gladly appreciated, people at CIC call center were not very helpful

No, you can not transfer an outland application to an inland. You can withdraw your outland application and apply inland. According to http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp#west the average processing time for Port-Au-Prince is 11 months and I don't know if the earthquake has slowed it down even.

Applying inland, a best case scenario would give you a first stage approval and work permit in about 6 months and PR in under a year but a worst case scenario if they have a problem with your application would not give you first stage approval or work permit at all and PR in 3-4 years. If you want to go for inland, make sure your application is bullet proof and send a request for extension of visit visa and an application for work permit to be given at first stage approval along with your sponsorship/PR application all in one package. That way, your visit status will be tied in with your application to keep you legal in Canada and you will not lose any time to apply for the work permit again once you get first stage approval.

Aren't they speeding up the process for Haitians? I am pretty sure they are doing it right now. You should probably call CIC to confirm that they in fact are speeding up the process, but again I am pretty sure.

Thank you Racoon and Leon, I was doing some search. Actually they said they are expediting application from Port au Prince but in fact they are processing as slow as next year. The call center whenever I call just tell me to wait they will contact me, they can't even tell me if my file is in process, at e cas my status for permanent residence is unavailable. I just fear my application might have been lost or destroy during the earthquake and nobody will tell me. But the good thing: I am here in Canada with my husband and Montreal is a wonderful city. People are very friendly. I am not allowed to work but I try to get familiar with the system: go to library, read the newspaper, try to build a canadian style resume, take care of my son and visit ( as I am supposed to be a visitor). really I should not complain. If I had not gotten this visitor visa ( I am still surprised I got it, cause it's clear I have absolutely no ties left with my home country) I would be living in the streets under a tent or in the car since my house collapsed. So I am going to enjoy being here alive even if I am only supposed to visit. For those of you still waiting, be patient it worth it. Here people walk in the streets even in the middle in the night with no problem and they live their car open, it's very safe. The only bad things, things are much more expensive( tax, tax and tax) here comparing to US and I am not sure there is a speed limit ;)
