Hi,
I have lived and worked in Paris, France for about 5 years before finally coming to Canada in May 2010.

Now, in addition to qualifying the eligibility criteria for PR/CEC, under NOC codes "0" (1 year+8 months) and "B" (5 months), I also speak and write French fluently.

Apart from on the PR application form where it speaks about languages spoken, how else and where else can I use this language skill/asset in order for the CIO to notice and then gain points on my application process.

I have my English test at the end of this week.

Please advice. Should I be highlighting this fact in the cover letter when I write one for the PR application process?

CEC is not based on point system, so French language knowledge will neither add nor subtract from your qualifications.

If you are applying for CEC the requirement is either One of the two mentioned. Apply with the one you use more often and with which you are better prepared with higher language score. Writing a cover letter explaining you speak both fluently wont make any difference in getting your PR under this category.

Thank you for the message.

I understand what you are saying, however, when I spoke about gaining points, I was actually referring to adding more quality to my application. I am sorry I should have been more specific.

Because, French is one of the 2 major languages in Canada and it is always a big plus here, as most of the Canadians, themselves speak only English.

I was looking for a way to emphasis FRENCH as my second language in my PR application, so that it is very clear to the CIO that I speak and I write it fluently.

Please advice.

Understood, however, this is not going to help you. It is a pass/fail system, as long as you qualified under CEC requirements you are good. As long as you don't, even being Jason Kenney's brother is not going to help you.

Thank you Ma'am,
so when you say "as long as you are qualified under CEC requirements you are good" - does this mean that as long as I meet all eligibility criteria and my documents are in perfect order, I will get a positive response on my PR?

Well, that's a bit simplistic way to put it but yes, shouldn't be an issue (unless you have any criminal, security or significant health issues). You are welcome.

Also, I am trying very hard to find an employer to provide me with an LMO right now so that I can get out of my un-employed status. I was laid off and have been without a job since about a week.

Given the latest RBC outsourcing story and overall Canada economic situation it is going to be hard now to secure a LMO...I wish you good luck, this is the situation all of us fear very much.

The lmo process hasn't changed so the rbc issues haven't changed anything. No need to needlessly worry others. You may or may not be aware but rbc are outsourcing, not taking on tfw's.

You are wrong. RBC are outsourcing for an Indian company who brings TFW who are being trained and working from Canada at the moment. The whole issue is now being on high alert and checked both by HRDSC and CIC and although no new procedures/bulletins were released it doesn't mean things will not get slowed down. Regardless of the RBC issue, the LMO process and waiting times getting just longer and more rejections are coming, read some news and blogs and you will see it yourself. What did you expect when economy is going down and more people are getting laid off?

I think in the application, we need to choose one official language.
I've chosen French as the first official language and submitted TEF results.
If you want to show that you're able for both languages, u also can submit TEF and IELTS results.

Pick a language, submit documents and tests based on that.

Bilingualism would likely be beneficial to quality of your work and life in Canada but not to the CEC process. In fact inserting unnecessary documentation might confuse the case officer or at the very least waste their time.
