Freelancing on closed WP

Hi, I'm just wondering if it's against regulations to freelance to a closed WP?
I'm holding an IEC Young Prof Visa at the moment with following details printed on my WP:

BONDED: NO
EMPLOYER: OPEN
OCCUPATION: COMP EQUIP OPS.NETWK OPS&WEB T
EMP LOC: SOMEHWHERE IN CANADA 8) 8) 8)
FEE STATUS: E05

My understanding is that I'm not bound to an employer only occupation and location, right?

what do you mean closed? it says 'employer: open'

Well IEC Young Professional WP is supposed to be closed. That's why I asked.
Can I do whatever I want as long as it's gotta do something with IT as mentioned on my WP,
or can I only work for the employer I mentioned in my application for the WP?
