Hello my friends,
I have received my ATIP today, I am not sure what PFAT means and what is the significance, it says under Note one (on 6 July 2014):
Applicant passed the first test,however resident issues/concerns not resolved at time of interview. file is being returned to RQ queue to be assigned to officer for review/analysis. PFAT required. WT

My test was in mid of May 2014 and the officer asked for passport ATIO certified translation.

However, there is another earlier note ( 3rd June 2014) in my ATIP says: Schedule hearing : Not required.

I am confused, please help.

Seems to be a File Template Analysis will be re-run for your application under OB407D. Are you in Montreal?

1. The actual correct title as per OB407 is File Preparation Analysis Template. This is a process for Sidney/CIC to follow as a standard method to assess the residency of all applicants.

2. I ask if Montreal as often the sequence of the title would be slightly arranged if in French.

3. OB407A detailed the RQ issuance Triage e.g self employment/unemployment with travel, ID issued within 3 months prior to application etc. OB407D is the most recent known version (but that CIC has kept classified by exempting it from ATIP release) which removed some of the OB407A flags (original version was too wide ranging). Also CIC under new post Feb 2004 CIT application forms has more info to determine your residency such as employment and tax records.

4. Your file was either not triaged correctly pre-test and this is being repeated or more likely you were assessed under the revised (softer) OB407D and CIC still has concerns about your residency. This to me has the hallmarks of a CJ hearing which is really what the FPAT does which is to present enough info for the CJ to make a decision.

1-I would like to ask if FPAT is a procedure for every one to undergo before the file transfer to CJ for a final decision to grant the Citizenship or for another interview or hearing?

2- In my ATIP says: Schedule hearing : Not required. , does that mean no Interview or hearing is required for the final decision or NO hearing is required till date, but might be changed later?

3-Is (file is being returned to RQ queue to be assigned to officer for review/analysis. PFAT required. WT) means they haven't review my pre-test RQ yet, or they did and all is left is the PFAT ?

1. Everyone should have the analysis done.

2. Hearing not scheduled is the default for everyone - it may change once your RQ is reviewed.

3. CIC used to review RQs prior to test but they seem to have realized its best to review RQ of a person that has passed the test. So we now have the messed up situation of a Pre-test RQ that is post test reviewed. I'm of the opinion your file had the analysis then post your test CIC noted additional residency concerns for whatever reason and have your file marked for additional analysis.

4. What did your interview focus on? Did your agent play hardball? Do you have an idea as to your RQ reason - self employment/unemployment with travel? What did you submit as proof of 'active physical presence' residence?

1- so that means every one got FPAT required in his/her ATIP ?
2-Hearing schedule changed from not started in the previous ATIP to Not required in the latest one , what is your opinion of that?
3- At the test interview seems that the officer knew exactly what she wants, she asked me for the passport translation, I sent that with the RQ but it was from the community centre translator not ATIO certified translator.
4-I sent every thing to proof my residency like CBSA, OHIP report, School reports, Bank statements, insurance slips ..etc

On Nov 9th it will be 35 months since file received and 6 months since test , do you think it would extend beyond that frame?

1. Yes
2. Interesting - what are the dates of the 2 statuses and what was the test date (MM/YY should suffice if ok to reveal)? Ultimately CIC can switch between hearing status pending, not started, not required, blank.
3. Have you looked into getting an ATIO certification?
4. Where are employment related docs - any T4s, NOAs?
5. This is one instance where there may be value in getting a physical notes ATIP - there may be some info revealed here if CIC have not redacted it. Might be your file also picked for a QA/Program integrity of RQd applicants.

2-The dates are just one month apart, Aug 2014, Sep 2014
3-Yes, I translated the PPT by ATIO and sent a week after the test
4-Sent with RQ back in Aug 2012
5- I never requested the Physical ATIP , not sure if they will erase the hidden info before sending to me though

I read your topic so i hope you have answer for my question

I have my test and interview in st Clair office last Jun and every thing is good the officer told me to wait 2 to 3 month for your oath letter after CJ decision and if you not received oath letter call us after 3 month ,when I call CIC last week they inform me that your file after verification send back to officer in July for checking 2 point .they not inform what to be check again they said next step we will inform soon.

so what you think

mono70, I guess it is better you order an ATIP to give you better idea, call CIC again and see if they would clarify that as well.

CIC have obviously adjusted the Pre-test RQ inventory testing process...they don't review RQ pre test...why waste resource for a potential no show..closes off the no show/failed inventory easily for them. I expect the Not started to Not required to be linked to this...if it stated 'required' then it indicates a potential test fail/RQ reviewed which isn't the case here. Likely a GCMS flag issue/ management tool to better reflect CJ input based on test/RQ review outcome and that ties in well into the post August 1 no CJ needed for approval changes. Just my 2 cents.

I hope it is TRUE, i got RQ in 26-may-2014 & submitted by RQ 6-june-2014,last ATIP this month shows..File location :Res Assess Shelf-Mississauga, responsible office:St. Clair CIC. Till now no test
