Four questions about new rules for Federal Skilled Worker procedure

Hi everyone,

I am newbie here and want to describe my case. Please if someone can help me let post answer here.

At December 15-Th, I have sent my application to Sydney NS, CA (new procedure) as describe this http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf guide. My application package I have sent with regular post despite this is an insecure method. At this time I didn’t knew that delivery through courier is not so expensive.
At February 04-Th I still not received any confirmation from Sydney NS, CA. I have tried to find some e-mail or phone number for contact but with lack of successes. Actually in February 3-th I sent inquiry letter to Bucharest, Romania asking them what is going on with my application and what about my fees which I pay in Euro. Here is their answer:

Dear Sir,

Thank you for your message.

Please be advised that we have no control over the applications
submitted in Nova Scotia, Sydney and no contact with that office.

You may wish to note that in your case, the processing fee is not to be
paid at Banca Transilvania in Romania or at Union Bank in Bulgaria in
Euros. If you have done so, your application will be returned to you as
incomplete due to incorrect method of payment. Please await patiently
their correspondence.

This answer kills me completely. Because I have ask them about payment and they answer me that I should read the main site of http://www.cic.gc.ca. and sent funds according to instructions given on the site. The instructions are I should transfer fees to Visa Office that is responsible for mщ country (Bulgaria) and this office is Bucharest, RO.
Now there are four questions that I have:

1.If Sydney NS, CA return my application how to pay fees?
2.Is it possible to return my funds from Bucharest and resent them to new bank (for Receiver General for Canada) as is described here ?
3.How long I should wait for AOR (Acknowledgment of Recipient)?
4.I gave my e-mail address for correspondence. Is it possible to not receive AOR due to some restrictions of Sydney Office? I mean they just don’t want to show their e-mail address….

You should wait for the return of the application package. Resend them with Bank draft from your bank in Canadian dollars payable in Canada.

How to resent them? And where - I mean which bank?

Get a draft from your bank in Canadian dollars payable anywhere (any city in Canada) and send it alongwith your application to Sydney, NS. Just tell your bank to make a draft payable in Canadian dollars in Canada. Bank will understand, it is their routine.

k1940b I still cant understand you. My money already has been sent to bank account of Bucharest consular. How I could withdraw them and send it again to any bank in Canada?

Not pay to anywhere, make payment to "Receiver General for Canada" in CAD$.

They returned my application due to incorrect payment. The explanation is that I must sent right payment

Yes I could use them again, but at first I should return my fees from Bucharest, RO. As they explained me of course.

That's what happens. Actually cic.ga.ca is a magical website it has answers of all questions. Be patient don't break window glass. and read website carefully

for single person it is 550 canadian dollars and always in canadian dollars they are accepting canadian dollars hope it helps take care
