My friend just told me that his lawyer / consultant informed him that the 2 of the application forms have been changed on the 15th Jan 2010.
1. Application for Permanent Residence in Canada [IMM 0008]
2. Schedule 1: Background/Declaration [IMM 0008 SCHEDULE 1]

I could not find anything like this mentioned on the Canadian Govt website.
I was planning to submit my forms this week and am now not sure ...

Is anyone aware of this change? Is there any cut-off? Pls advice

If you check the bottom of the first page of each form, you will see its date. Compare the date to the one available from CIC:

http://www.cic.gc.ca/english/information/applications/skilled.asp

The IMM 0008 that is currently downloadable is dated 12/2009 - so it is very recent, and may not have been posted until 01/15/2010.

The other - Sched 1 Background - is dated 01/2009. So that probably did not change.

Note that the Instruction Guide is new, too - 01/2010 -

If you download any form direct from CIC website, it is perfect.

My belief is that CIC will want all new applicants post Jan-2010 to submit the updated forms. In IM0008 a new field for Native language has been added. Just for everybody's info. And thanks once again to anushauc for bringing it to our notice :)
