Form IMM_1344 rejected in Family Class Spouse Sponsorship Application

Hello can anyone help me with my issue please!!!?? Urgent!

CIC - IRCC recently returned my whole Family Sponsorship (for Spouse) application package saying that the highlighted item in the Document Checklist does not meet the requirements...and needs to be completed properly. The highlighted item is Part A -#2 Application to Sponsor, Sponsorship Agreement and Undertaking IMM 1344.

The IRCC or CIC or Case Processing Center did not specify what the 'incomplete' or 'insufficient' issue is with this form that I submitted. I have the read the specific quide over and over again. AND THE FUNNY THING IS THE FORM WAS VALIDATED ONLINE...COMPLETE WITH BARCODES!

I do think that I figured it out though thanks to this forum. I did not answer Question 9: "Have persons you previously sponsored or their family members received social assistance..." Since I have never sponsored anyone before, I just left the question blank. I did not check Yes or No. But, now I see that I should have checked NO even though I have never sponsored anyone before. I feel that the grammar in question should be adjusted. It just doesn't make sense for me to answer this. Anyway...I will go ahead and do so.
(Can someone confirm this with me? Just in case?)

SO,this is my main question: Once I check my IMM 1344 form through once again to make sure that there are no mistakes, DO I NEED TO RE-VALIDATE MY FORM ONLINE IN ORDER TO GET NEW BARCODES, RE-SIGN AND SEND? OR CAN I JUST USE THE FORM I HAD VALIDATED BEFORE BY CHECKING THE 'NO' BOX FOR QUESTION 9 and then re-sign? (It allows me to save over the validated file when I check the missing box).

You have to regenerate the barcode - with new form - resign it

Could you please help me out with another question? Related to the same issue?

In the letter I received from CPC Mississauga, there is part of a paragraph I don't understand. See below:

" The forms required by Part A of the applicable Document Checklist (see below) are needed to satisfy section 12 of the IRPR, whereas the supporting documents required by Part B of the Document Checklist must be included to meet the conditions established by the Ministerial Instructions."

Towards the end of the letter they write:

" To help you better understand why your application is being returned and not processed, either pursuant to section 12 of the Regulations, and/or for not meeting the conditions established by the Ministrial Instructions, we have noted the reason on the following enclosed documents:"

(checked) - Document Checklist - Spouse (IMM 5533) "

..... Then when I look at the indicated area on the Document Checklist, they have just highlighted in light blue aqua color Part A/ #2 Application to Sponsor, Sponsorship Agreement and Undertaking (IMM 1344).

Nothing else is highlighted or noted or indicated in the Document Checklist. Just IMM 1344.

Can I conclude from this that the only (unaccepted or incomplete) issue is #2. Application to Sponsor IMM 1344? (I just didn't quite understand the second part of the first quoted paragraph which begins with.... " whereas the supporting documents required for Part B....."

Could you please clarify?
