If i submit online, then do i need to fill, print, then sign and then scan and upload all docs? or directly fill in PDF writer and upload?

Just fill it in Adobe reader and no signs are needed as you will be required to E-sign after you upload these documents and press Submit

These forms cant be sent, you need to right click the links Save Link as, save the forms somewhere on your pc. Open Adobe reader, file, open the downloaded file. If you are failing explain exactly where you are failing, simply saying you cant is not useful.
