Hi - in my eAPR, I mentioned WES # for my spouse but forgot to attach the form.

Can I submit it separately?
 
There is no need to submit the report. The number will suffice.

Unfortunately many times they need it even if it's not a requirement. (Are you sure it's not??? ) Safest would be including it in a CSE.

Can I include the pdf file downloaded from WES site instead of the original one that they sent?

You should include the original one because it has a stamp on it. Wes report states "valid with stamp only"

Technically they need neither ECA report, nor language test results. However, people choose to submit them. If it is not mandatory, I see no reason why not uploading the ECA report can cause any problem in the future.

There happened rejections because of these missing documents. Especially when there is a mistake in the system and WES and language report numbers are lost. Many many times they require these documents as additional documents or more impatient VO-s even reject. I don't think it worths the risk...

I agree. But again it would be better if they specify that in the requirements.

Ok to be safe its okay to raise a CSE and send them the same.

However, while submitting my application, I too had forgotten to include the WES sheets. But the number was mentioned. My consultant assured not to be worried, I did panic first but then it went well. Neither did I raise a CSE.
