I think so. My aor came in 38 days and stage 1 was done in 52.
At that time, cic's website was showing 78 days.

That does change things, since that form is NOT optional.

I hate to say it, but I suspect that they will in fact return the entire application. If you had sent a signed version of that form that was outdated, they might request a new form, but missing a signature is the biggest reason why applications are returned.
