Hello, how would one go about getting a divorce decree for a woman who is in the Philippines who married a Canadian in the Philippines and she is not a Canadian citizen since you can't get a divorce in the Philippines? The guy filed for a divorce in Canada, but didn't finish the process and now doesn't want to be bothered with it. Is there a website or phone number maybe?
 
You would have to be resident in Canada for a year before starting Canadian divorce proceedings. Even then, I am not confident a Canadian divorce of a marriage contracted in the Philippines would be recognized in the Philippines.

The woman would have to be? She has never been to Canada. If so only the guy can file and proceed?

I believe she would need to hire a lawyer to file for divorce in Canada on her behalf. The divorce must be filed in the province where the ex has been resident for at least one year.

Only one spouse needs to meet the residency requirement to file for divorce. The spouse outside Canada can file if the spouse in Canada meets the requirement.
