Foreign working awaiting for permanent resident status

I have a friend of mine who has been here in Canada on student visa then he got a work permit. He wants to get permanent residency.
He applied for permanent residency but his work permet could expire before he gets it. If he can't renew his work permit (if he doesn't find a job), can he stay in canada while awaiting for permanent residency even if his work permit has expired, say, 2 or 3 months before getting his permanent resident status?

He can apply for Bridging open Work Permit if he got a positive result on his PR application and his work permit is within 4 months of expiry.

My friend is applying under the Quebec Skilled Worker Program. He has successfully been selected by the province. Does this mean that he can apply to this bridging work permit?
