Thanks a lot Nanediniz for the link :)...I just tried filling out the request form, however, I'm a bit confused as to whose file I should request---should it be my husband's (who is the applicant)? If I understand the instruction right, the person who requests for it needs to be in Canada. And should I ask for an electronic or physical file? Pls help a confused woman here :)

I will give u example
im canadain citizen and sponsoring my wife from India. When I applied I asked about her file she had to sign a constant form to release the information. If you have access to email then choose electronic because most of the time it takes 30 days. I accidentally choose physical and I ordered on July 16 2013 and still have not received :(

Dhami is right.
In this case the Canadian citizen has to order the notes on behalf of the sponsored person. Attach his/her consent form which has to be filled out and signed designating you as the person who will receive the information. Plus, proof that you are a Canadian Citizen residing in Canada has also to be attached (copy of the main page of the passport + drivers license) + fee receipt (5 dolllars payable online with credit card).
The 1st step would be the sponsored person to fill out the form of consent, print it, sign it, scan it and send it to you.
Eletronic files are faster and don't interfere with the application assessment. The physical files I cannot say...
 
My GCMS notes (eletronic files) ordered in July toke exact 30 days to be sent to me. I already ordered new ones this month.

My wife's case is being handled in Singapore, which is not on strike, but her medical information is being sent to Manila. Does anyone know if the medical section in Manila is still functioning? Or will we be waiting until the strike ends? Thanks!

it will tell you the visa officer's comments on your case, which checks have they done and what is their assesment on your criminal background, your relationship with your spouse. it even notes what correspondences they have sent you and when did they sent it out.

i think it is functioning ... some Manila march applicants got their PPRs already meaning their papers are being processed.
