Hi, you are the expert here, just trying to clarify so I don't give bad information on other questions.
I thought that for all claimed years of work experience, the job description in the employer letter must match the NOC code that you claimed in the EE application. So say in your employer letter two position are listed, one corresponds to 2 years at NOC 2173 and the other is 1 year at 2171, but in your EE application you say 3 years at NOC 2173. Is this an issue?
There are two things you need to understand.
1. MEC - Minimum Eligibility Requirement
2. CRS points
MEC: For FSW and PNP,
Minimum work experience requirement
The applicant must have accumulated at least one year of continuous
full-time (or the equivalent in part-time) paid work experience in the occupation identified in their application for permanent residence as their primary occupation. In calculating this period of work experience, the occupation must be listed in skill type 0 (Managerial occupations), skill level A (Professional occupations) or skill level B (Technical occupations and skilled trades) of the National Occupational Classification (NOC) 2016 [R75(2)(
a)].
The applicant’s skilled work experience must also
- have occurred within the ten years preceding the date of their application for permanent residence; and
- not be in an occupation that has been designated as a restricted occupation.
Note: At the time of publication, no occupations were designated as restricted.
In addition, during that period of employment, the applicant must have
- performed the actions described in the lead statement for the occupation as set out in the occupational description of the NOC [R75(2)(b)]; and
- performed a substantial number of the main duties, including all of the essential duties, of the occupation as set out in the occupational description of the NOC [R75(2)(c)].
Note: The applicant does not need to demonstrate that they meet the “employment requirements” listed in the NOC occupational description.

What the above means is that the NOC code an applicant selects they have to show 1 year of work experience in that NOC. This is also called primary NOC as listed in the application.
For other work experience, you can mix and match different NOCs to claim CRS
CRS:
When you fill in your application post ITA, the upload files are generated based on the work reference you claimed in the application.
Eg: The applicant worked for Canada Inc. from 2011-2020. During gush time frame the applicants designations and NOCs were:
1. 2011-2015: Executive NOC 1234
2. 2015-2017: Asst. Manager, NOC 5678
3. 2017-2020: Manager, NOC 9012
When filling up the application the applicant declares his primary NOC as 9012. The applicant will have to show that he / she has worked for at least 1 year in 9012. To claim points for 3+ years of foreign work experience the applicant can claim points for NOC 1234 and NOC 5678.
However, when they fill in the application, they can either fill the work experience as:
2011-2020 - Canada Inc.
Or
1. 2011-2015: Executive NOC 1234
2. 2015-2017: Asst. Manager, NOC 5678
3. 2017-2020: Manager, NOC 9012
If they fill it as just one, then they will have only one upload window, and can submit a work reference letter that has all the designations listed.
If they use the latter format, then they will have three upload windows, one for each format. They can the upload separate work reference letters for each designation or just one and upload it in all thee that is a combined work reference letter. /
Whether the letter is combined or segregated for different designations, it has to meet the IRCC pre-requisite:
a reference or experience letter from the employer, which
- should be an official document printed on company letterhead (must include the applicant’s name, the company’s contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),
- should indicate all positions held while employed at the company and must include the following details: job title, duties and responsibilities, job status (if current job), dates worked for the company, number of work hours per week and annual salary plus benefits
Hope this clarifies any doubt you may have.
