Foreign experience CRS points

Dear,

I have applied for express entry and my scores with spouse are 336 only.
i Have query regarding my Foreign work experience CRS points. Only 13 points were awarded however i have above 3 years of experience.
My IELTS scores are S-6, R-7.5, W-6.5, L-6.5
Spouse IELTS scores are S-4.5, W-5.5, L-5.5, R-4.0

Let me know on this query in detail that why 12 points are less awarded as per points declared for the same on CIC webseite

Score max out at 3+ years in conjunction with your IELTS score, so anything more than than does not carry any weight-age.
