There's 2 sides to every story.
Not to say that CIC is perfect and every decision they make is correct, but it seems that most of the stories that reach the media tend to be missing some key details.
Keep in mind, that while they apparently did obtain a copy of the FOSS and/or CAIPS notes on this case according to the article, they still would not have received full disclosure and various aspects of any investigations would be omitted as per the Access to Information Act.
