Gladly, I have not started the process yet and do not have any points. I would advice you to retake IELTS to improve the score.

Canadian EE seem to be a lot simpler than Aussies.
Canadian EE was adopted from NZ and Aus PR system.

If you are seriously under 400, I would say give up Canada...

There are plenty of students graduated from Canadian universities which will have scores higher than 400 all the time, and they don't even get all processed.

If you are lower than that, I don't think there would be much chance. Life is cruel.

I have seen many people with core CRS scores under 400 on this forum get ITAs because they applied to PNPs, especially from provinces that are not named Ontario. It's not impossible as you say, but it will be difficult and will require good luck and timing because of the first-come-first-served nature of them.

If your CRS is below 400, you won't get OOPNP. Not sure about other provinces

Also if you get PNP, you shouldn't claim your CRS is lower than 400 because that adds 600 to it.
