If you apply again without changing anything - you will be rejected again.

If you want your application to be accepted, you will have to address the reasons why your first application was rejected.

They will take their time. If your classes are beginning soon and they are in a mood of approving your visa than they might even ask you to get a defferal for next semester and then send your revised offer letter back to them.

At the very least they need 1 month to process every thing from Pakistan. And 1 more thing if you are reapplying do write a letter explaining that your previous course and the courses you are opting for now are closely linked. Attach as many education documents as possible from your past as well as the degree you are going for to make a strong case this time.
