for PNP Quebec/Saskatchewan Immigration

Hi, I got 6,6,6,5 = 6 band in IELTS. and I have 10+ years of experience in software engineering. I want to apply for PNP Quebec/Saskatchewan Immigration. I know enpress entry not possible with this band. I got 63/100 points based on my education and work experience. Would it be possible to get change in any PNP program?
