Canada Immigration – IT Work Permit Changes
Posted by Gurpreet Sandhu on May 25, 2010

Canada had a Work Permit program specially for IT Professionals where if you have specialization and work experience in certain IT areas you can get Work permit if an employer offers you a job and employer need not to approach HRSDC to get Labour Market Opinion (LMO).

However there is a bad news, this facilitated processing for Information Technology specialists will end on September 30, 2010, except for employers wanting to hire foreign workers for positions in Quebec, where the facilitated process will remain in place for a limited time after September 30, 2010.

Effective October 1, 2010, employers who wish to hire Temporary Foreign Workers previously eligible for IT facilitated processing will be required to apply for a labour market opinion. Work permit applications received by Citizenship and Immigration Canada will require a copy of the labour market opinion for the seven specific IT occupations that were previously under the facilitated process.

What is Labour Market opinion ?
Employer has to take permission from the Labout Association of IT in Canada?

This certainly a Good news for PR IT professional. :)
As all IT companies will have to find people in Canadian Market(PR & Citizens), in case they can't find a match they will bring people on WP.
Otherwise people like will become PR and IT companies will continue to Bring Foreign IT professional on WP.

Why do you say it's a good thing?
Speaking as an IT professional I cannot say this is good news :) At least for somebody outside Canada.

Read the message carefully. Its a good new for Canadian PR & Citizens.
For people outside Canada Planning to come on WP, its a BAD news.

its Protectionism.
France and some other EU countries have adopted this tradition long ago.
now its Canada's turn.
it means, the door is getting narrower for IT professionals in Canada from Outside.

Although before this rule, it seemed kind of discriminatory against other professions. Why should IT people get in easier while others should get the LMO approved. I understand the high need of IT people, but still it seemed unfair.

u r right - good or bad are relative terms and what is good for one might appear to be bad for the other.

well - one thing for sure... a PR hunting an IT job within CA and a resource will be onboarded from abroad is not fair - neutrally speaking...

isn't it?

Hope Canada is not protecting rotten eggs or a sublime paradigm shift is in place.. How do you know if the so called IT Professional is certified and could do the job? By their experience working as Blue collar jobs while waiting for a white collar job (IT Professional) like the one mentioned in other posts?

C'mon... I half expected a developed country like Canada to be more precise in its filterization/selection criteria for Professional Candidacy.

This is what I get:

"Hello,

Thank you for having completed an assessment form with the XXXXXXXXXXXXXX. I have carefully reviewed the information that you have provided regarding your work and education history.

Based on that information, I would not be able to represent you for a Canadian immigration application because in my opinion, there is not a strong likelihood that you would qualify for a Canadian Permanent Resident Visa unless you have a permanent full-time job offer from a Canadian employer. With a permanent full-time offer of employment, you may be eligible for immigration to Canada under the Federal Skilled Worker category through Arranged Employment or under a Provincial Nomination Program."

So, I can forget about the Canadian Dream... Work and Enjoy the Canadian Experience with my wife & 1 year old daughter.
I intended for my daughter to obtain the best in education as well as exposure to excellent environment with the nice cold weather!

Simply put.. I guess Canada doesn't need someone like me over there because I'm not a core value let alone being pessimistic about it. :(

For employers in Canada, eat your heart out... I've tried thousand of times and applied thru various portals (i.e. Workopolis, CanadaIT, whatever...)

Hi,

Kindly provide a link where I can find which NOC's have to get approval for LMO from HRSDC. Thanks.

i think IT professionals 0213 are out ?

hi all

i need ur advice as i am confused

i am an IT profession from India. I have already filled my application for PR and received 1st AOR. During my initial application i was not having any job offers from Canada.

But now as per my knowledge if i have some job offer from Canadian Employer do they require to get LMO or not? As i am currently in India. Or this profession is exempted from this procedure?

Please advise because my friend how is in canada told me that he can arrange a job offer letter for me but the employer is not ready for all this government legalities.

regards

magar

your Employer there needs to fulfill all the official duties for your job offer.
They need to go o HRSDC to make it approved.
