Folding COPR (legal-sized)?

While browsing the threads here I'm sure I read somewhere not to fold any photocopies we submit, such as the COPR form which is legal size. What's your take?

Send everything in a legal size envelope without folding anything, all the documents will be eventually scanned, don't staple anything, use only clips
