Flight from DEL to YYZ via Hong kong

Hi everyone,
I am not sure if its the right group to ask this question or not but I am so confused right now.
My wife is coming from India on PR,but I just wanna verify one thing whether we need to get “Transit Visa” for her if she have a stop in Hong kong (DEL-HKG-YYZ ) and about the baggage policy as well .
I was checking online but got mixed reviews any help would be appreciated.
