I am very confused how Flagpolling works for COPR.
My PR is getting processed currently and I am in Canada on open work permit. I read in Canadian govt websites about Flagpolling at the border. Does that mean if my PR is still not approved and under review, can I drive upto the border and they issue me a COPR?

No, that's not how it works. CBSA cannot issue a COPR.

I think that is referring to, if you already have a valid and unexpired, but unsigned, CoPR in hand, then you can cross the border there and they can signed the CoPR and land you as a PR.

Before Covid, I think some people were issued CoPR documents from inside Canada and used flagpoling to land and become PRs, but with the new PR portal and eCoPR process this is no longer necessary.

Unfortunately, I've never heard of the CBSA issuing a CoPR document itself, either before, during, or after covid and I don't think that's something that they can do.

Correct, It was used to finalize landed procedure to become permanent resident not to get PR Approval at the Point of Entry
