Yes you can Flagpol, just make sure your employer has paid the employer compliance fee and you have the receipt of that.

Once I go Canadian side. What do I need to tell to VO, flagpolling/workpermit extension?

I know a person who went to the rainbow bridge and came back without any luck. He told then new work permit/extension. The officer said 'we will not issue any work permits at the border, apply online'

It is CBSA officer discretion,on the BC Washington state border,it is normal with about 40-50 people a day flagpolling. So you could check in on the Canadian side that you intend to flagpole before crossing to the US :D

At canada side, just say work permit extension. If officer says no we don't issue work permit extension, than show officer website cic which says u can get it or take print out of that. Or call cbsa customer care, they will give u confirmation that u can apply at border for work permit extension. Get that confirmation and show to officer.. I had same issue, but I stood there for 30 mins had argument with officer but at last I got it. Don't give up. Take all proof with u, which states u can get permit extension.

Another tip,In case the officer asks you for a second medical exam,as long as you as you had your medical prior to coming to Canada and have not visited a designated country, you do not need a second medical exam.I was accompanying someone who worked in a day care and even if She had not left Canada, the CBSA officer was insisting on a second medical.I asked to talk to his supervisor .She was aware of this and told him He was wrong and that I was correct :p ;D Stand your ground

Can you please let me know when did you apply and which border? I tried looking in CIC regarding flagpolling.

I only found falgpolling regarding PR
http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=748&top=22

I called CBSA customer care and spoke with a representative. She asked me to talk to CIC people.

I appreciate your help on this.

Actually it is NOT on the website, they do not want people to do this because they do not want people to flood the borders instead of applying in Vegreville CPC

I went at start of 2017 at Rain bow Bridge. I got email confirmation from CIC call centre.

Thank you for contacting Citizenship and Immigration Canada. I am pleased to follow up on your request:

Work permit - Applying at a port of entry

Generally, if you want to work in Canada, you must apply for a work permit (WP) at a Canadian visa office or online before entering the country.

As an exception, you can apply for a WP at the time you enter Canada if you:

Are exempt from the requirement to obtain a temporary resident visa, and
do not need an Employment and Social Development Canada (ESDC) Labour Market Impact Assessment (LMIA), or
have a LMIA from ESDC.
To find the port of entry closest to you which offers immigration services, please visit the Canada Border Service’s website.

An officer will ask you questions to make sure that you meet all the requirements before allowing you to enter Canada. You will not need to fill out an application form; however you must bring the following documents with you:

Payment of $155*,
(If applicable) Additional payment of $100 for open WP applicants,
Job offer or contract,
LMIA or proof that you do not need one,
(If applicable) A copy of the Offer of Employment to a Foreign National Exempt from a Labour Market Impact Assessment (LMIA) form (IMM 5802) including the proof of payment by the employer (fee receipt number),
Proof that you have the required qualifications and experience,
Valid passport/Travel document**,
Certificat d'acceptation du Québec given by the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI), if you want to work in the province of Quebec.
Note: If you applied for a WP before entering Canada and you received a letter of introduction from the visa office stating that your application was approved, you must present this letter at the port of entry so that your permit can be issued.

*Ports of Entry accept cash (Canadian and American currency), credit cards (Visa, MasterCard and American Express), money order, traveller’s cheque and certified cheques made out to the Receiver General of Canada.

Sir, Madam,

Thank you for contacting Immigration, Refugees and Citizenship Canada. I am pleased to follow up on your request:

Work permit - Applying at a port of entry

In certain situations you may apply for a work permit when you enter Canada if you:

are from a visa-exempt country, and
do not need an Employment and Social Development Canada (ESDC) Labour Market Impact Assessment (LMIA), or
already have a LMIA from ESDC.
An officer will ask you questions to make sure that you meet all the requirements before allowing you to enter Canada. You will not need to fill out an application form; however you will need to bring the following documents with you:

Payment of $155*,
(If applicable) Additional payment of $100 for open WP applicants,
Job offer or contract,
LMIA or proof that you do not need one,
(If applicable) An offer ID number provided by the employer,
Proof that you have the required qualifications and experience,
Valid passport/Travel document**,
Certificat d'acceptation du Québec given by the Ministère de l’Immigration, de la Diversité et de l’Inclusion (MIDI), if you want to work in the province of Quebec.
If you applied for a permit before coming to Canada and you received a letter of introduction from the visa office stating that your application was approved, you will need to present this letter at the port of entry so that your permit can be issued.

This is what I got from CIC. They say I am from India, I am not eligible to get visa extension
