Flag poling is a bit of a grey area, technically you have every right to have your paperwork looked at and processed at the border, however border guards really do not like doing it and to be frank can refuse do it for you.

It is not the primary purpose of the land border so should only really be done if the border agents have time or else it takes away from their other duties. Letting in a few people first thing in the morning on the few less busy weekdays allows some flagpoling but the flagpoling can be completed throughout the day.
