flagpoling vs. entering from home country at airport

For Work visa (for my brother-in-law) - he has the LMIA and all documentation from future employer ready to go. He has a valid multiple entry visitor's visa.

He is currently in Canada on a visitor's visa.

Is there a difference between going to the US border at Niagara and "Flagpolling" to get his work permit versus going back to his home country (Bolivia) and returning at Pearson airport to apply for the work permit?

Does he require different documentation at the border vs at the airport?

Only those who are visa exempt (don't require a visitor visa) can apply for a work permit at the port of entry:

Unfortunately your brother does not meet these requirements. Your brother-in-law will either need to apply for the work permit from within Canada or return home and apply for the work permit from there.

This is not correct. My brother and his wife did this recently. And it worked.

where is your family from? and where did they enter canada? thx
