They only process flag polings from Tuesday to Thursday from 8am to midnight. The best time is to cross at 7am and on your way back they'll allow you to stand in line at the bridge until 8am when they start processing.
I don't know if they will process you at that time, i've heard they have daily quotas. I recommend 7am. I just did it this Tuesday and I was done at 9:30am. Even over the phone they recommend to go early.

I'm not sure, we actually wanted to go to the US (we have visas) but they didn't let us go through.
