Reading through posts here a year ago it seems like many people were complaining that they were turned away from Lewiston and the Peace Bridge as "flagpoling" was no longer allowed?

Is that true?

Are people still able to go and "land" at the border?
 
Flagpoling is fine, I did it myself a couple of weeks ago at Champlain/Lacolle. It's even mentioned in the information sheet that comes with the COPR.

Being "turned away from the border" is precisely what a non US-citizen wants. For non-Americans, the flagpoling process involves the border guard technically denying you entry, such that you turn right around and go to Canadian customs/immigration. For Americans, they can't deny you entry on account of being an American citizen, but you make the same U-turn anyway.

People were complaining that after they had received their administrative refusal from the US border and going back to the Canadian Immigration area at the border, they were told that "flagpoling" was no longer allowed and that they had to make an appointment at their local office.

I'm hoping it was a work to rule situation, or something that is over now.

Just flagpoled at rainbow bridge last night; but u do get the sense that the officers get a little annoyed at that since they asked me why I did not try to make an appointment at a CIC office instead of just turning up at the border.
 
I drove into Lewiston for a couple of hours (nice little town with a waterfront) and came back through the border with zero problems. That was 2 weeks ago.

Where is the nearest border you can flagpole from Edmonton??

Not every border crossing offers immigration services, and at some crossings the immigration services hours are different from the border crossing hours so be sure to check. I don't think that border crossing has immigration; you can check here: http://www.cbsa-asfc.gc.ca/do-rb/services/imm-eng.html

For Edmonton you might be better off making an appointment, that's a long drive, but it looks like the closest ones are Carway or Coutts.
