Flag pooling from USA with Canada Visitor Visa

I have Indian Passport and I am currently living in USA as a H1B visa holder status.
I have received positive LMIA and have 3 years of Canada Visit Visa.

My question is Can I flag pole at Canada border with Visit visa and get Work permit.
