You "attempt" to enter the USA and receive an administrative refusal, which you then present to CBSA on returning to the Canadian side.
Be careful about attempting to flagpole at some border crossings in southern Ontario. There is a new limit on some activities.

I think that it's time/day restrictions rather than a quota. Contact CBSA direct for up to date information.

As far as I am aware, yes.

Used to be they only accepted flagpolers TUes/Weds/Thurs with the excuse too busy at weekends but as you say the OP should check before making a wasted journey. Sounds obvious but the OP needs to make it clear to US CBP they are flagpoling so they get the admin refusal.

I just learned there actually is a quota - they would process 60 applicants per day.

Someone mentioned it in the forum - sorry I forget who as I read so much on here for hours and writing down notes. The CBSA officer kept turning the person away saying they were full due to quota which is where the person learned they process 60 apps per day as their priority are the high volume of tourist during the summer. The person returned 3 times and finally got the chance to flagpole. It’s why CBSA suggested to go super early in the am as they open at 8 am to process.
