Firstly Saskatchewan , secondary Alberta now British Columbia ? Only Yukon left For international students and for skilled immigration

Yes. Not much jobs in the market nowadays. Yukon will be very cold during winter months.

What's the Yukons basic requirement ? Is it EE subclass or Paper PNP?

As far as I know, Yukon is not easy at all, they request Job Offer.

A: No. Individuals who wish to immigrate to Yukon but do not have job offer or employment with an approved Yukon employer may contact Citizenship & Immigration Canada to apply for immigration.
 
But if you have a full time job offer or employment . You are good to go for Yukon pnp.
Overall process for Yukon pnp takes less time rather than other province.
