1.Yes, you can definitely apply for Canada study permit. There is no such written rule, that you must have certain percentage/marks, or be within a certain age limit or you cannot have gap years. Those are myth.
However, the chances of your study permit definitely increases if you have better marks, lesser gap years, stronger financial background (you/your parents/ or whoever sponsoring you), show studies are for matching (related to your field) and higher or at-least similar level course, work experience certificates(with ITR returns, if you were in India/ similar proof in UK to make that work ex valid or legitimate) preferably in your field of study etc. And hence, it depends on a variety of factors and of course luck plays it's part. So,no one can be sure.

2.Since you have already completed HND, which as per wiki, is considered equivalent to the second year of a three year university degree course, it's reccomended that you apply for a similar or preferably a higher level of course in your previous field of study (HND subject). And that would be a Bachelor's degree or at-least a 3 years advanced diploma.

I did my IELTS exam this month and i got 7 bands, i did HND information technology and got grade A with 84% marks. now im going to choose fairleigh dickinson university and the course is same as mines.
I worked part time as office assistant for more than 2 years while i was studying, do i need to show something related to my job aswell???

You are welcome. However, I reccomend you should never completely rely on my or any one individual's information and you too should do research/ consult others/ other sources on your own and take a wise decision as per your personal goals and aspiration.

IELTS score is good and adequate for meeting any UNIV./College requirements.

Your scores are very good.

It will be better if you could provide adequate documentation of your job, to prove it was real. These may include appointment letter mentioning your job role, hours worked/ hour, position etc, work ex certificate and the tax returns made in UK.
It would be really good if you had atleast 1 year of full time work experience after your HND, preferably in the field of IT.

Even though, there is no such rule, that with gap years, one cannot apply for study permit, yet it will be in your best interest to show, as to what you did exactly for past 3 years, when you should have been working a full time job/ or doing your own business/ or should 've joined family business/studying or doing something worthwhile. I mean you should definitely mention and try to prove what you were doing. May be you were traveling or had some personal reasons or whatever. Think of it, and better consult a professional and reputed visa consultant who can help you in writing a stronger SOP/ preparing you for visa interview etc.(wherever applicable)

You should preferably pursue a 4 years Bachelor's degree in IT/CS or at-least an advanced diploma of 3 years. I think, since you are an HND level holder, you MAY get an exemption for your previous studies done and may gain direct entry to 2nd year of Bachelor's/ similar course, which of course depends on University and you will need to contact and talk with them regarding this.

Since, you have good marks and IELTS score, try other Universities too. The more reputed the University is, better it is for you. For an idea on top Universities of Canada check out,

The admission standards to UG Engineering courses are usually competitive. However, since you have above 80% marks, it would be really awesome, if you could gain entry to UG Engg. (E &Computer sci.) at the best Canadian Univ. -Univ. of Toronto or at a Univ. of similar level. Aim for higher standards. (Getting admission to a top grade University will most probably make a good impression on visa officer!)

Again, do your own research and make informed decisions.

Best of luck
