My wife has dry hands and it is tough for her to get good prints (even the Global Entry kiosk fails to read her prints half the time). She tried at a local police station once and the officer tried his best but could not get a good print (he joked that if she ever becomes a criminal, police will have a hard time running a check on her). She ended up going to a professional fingerprinting service and it was worth the money. They had better equipment and staff and was able to get some decent prints.
