you can get your fingerprints taken at https://www.identogo.com/ They charge $20 for 2 fingerprint cards.

That's correct, that's why you don't have to get it. But nothing to stop you if you want to get it.

I already passed biometric stage with my application, if I asked for US pcc can i reuse the fingerprints given in uscis for pcc also?

No. FBI has their own form and you need to send those on paper.
