EI payments do not count towards your income for qualification. So unfortunately you have to subtract that amount from mat leave, so do not qualify to sponsor parents.
If you qualify in 2013, 2014 and 2015, the perhaps you can hope to sponsor parents in 2016 (if rules stay the same).

Ei is different in maternity leave if you still working then went for maternity leave, then maternity leave is counted as income
