NO.
1st of all..for admission to ANY Master's programme in MOST of the publicly funded Canadian universities..one will need an atleast 4 years Bachelor's degree, with minimum 60-70% marks.
2ndly.. Even if the applicant has a 4 years degree (other than Economics.. or a degree where Ug level Economics/Maths was not studied... it is highly unlikely, for that applicant to get admission to a Master's in Economics degree. Even for entry to PG diploma in economics programme at any Univeristy, one needs a 4 years Bachelor's degree in Economics or related subjects with a first class marks.
For example: check Univ. of Sask Economics graduate programme eligibility (PGD/Master's).
