right, one member i.e. you, plus you only pay fee for one person, but when it comes time to show proof of funds you have to calculate this on all dependents

This is wrong, you should put the number of family members eventhough they're not accompanying you. I got an answer from charmeuse and he already got a response from Sydney.

Here's what my question to charmeuse: On the first form form question#2 I think it says "How many family members (including yourself) are included on this application for permanent residence in Canada?" What should I put 1 or 4? I am applying for myself only but I have a family consisting of 4. I hope you can help me.

And here's his answer: migwelder, I answered 3 there, although only my son and I are going right now. In the EG7 instruction guide page 26, they say that clearly: Number of Family members
Write the total number of family members included in your application. This includes yourself and any Family members regardless of whether they are accompanying you to Canada or not.

So, you should put 4 there.

Then, in the same form 2nd page, I checked Will accompany you to Canada, No for the non-accompanying member. You can do the same.

Also, I paid the fees for myself and the accompanying member only. Hope this helps!

i should write 3 as i have 1 wife and 1 son in my family,
and No in accompany with me for both of them, and will pay 550$? If i check on yes for both, i will pay for them both, and if i click any 1 of them is coming with me, means, i need to pay for principal applicant (ME) and the other who is coming with me?

Yes put 3 on the first box buy place a check on the "NO ACCOMPANYING" question for each family member.
 
And pay fee 550$ if no body is coming except Principal applicant & if any of them is coming include his/her fees then too.

Right?

Yes, you are right. You need to pay fees for the principal applicant and whoever is accompanying to Canada. That's all.

at least we got a response from an applicant that's already done w/ CIC-Sydney.

And thats so positive about this issue that you got reply. I believe it Worths a lot that u got it positive reply from Sydney and they didn't object on any thing.

Happy to help, migwelder and jawad. Even I was worried about this issue earlier, but I felt reassured that I had followed the instructions correctly and left the rest to God. Now that I've got the go-ahead from Sydney, I can confidently tell you what to do. Do feel free to ask any specific doubts you may have, and I shall try my best to answer them. Also, if you search this forum, you will see that many of the issues have already been answered, actually. This was a great help to me.
