I haven’t filed a tax return in the last two years, can I still register?
No. To register you will need to provide information from your personal income tax return from one of the two most recent tax years. Your tax return for either of these two years must have been filed and assessed for you to register. For more information, call our Individual tax enquiries.
Yes you can use tax filing portals but you need to print and mail if you are doing for the first time. you cant transmit electronically for the first time

Yes I did, and I got a reply from CRA and was able to create an account on CRA webpage. You can go to WealthSimple website and there you can file your taxes easily.
Just wanted to say for those who said it is only done on paper for first time taxers, please do not answer people's questions unless you are 100% sure of your response!
