Hello,

It happened to me in 2013. When I applied work permit for the first time in 2013, CIC accepted my application and issued TRV in india. They also mentioned that my work permit will be issued at the port of entry. I was very happy and traveled to Canada to start my work. However, the officer at Toronto airport refused to issue the work permit. He mentioned that my TRV was issued without medical certificate and he cannot permit us (me and my wife) to enter into Canada. I argued that it was not my mistake. If I did not submit the medical certificate, CIC should not accepted my application. But, they issued TRV and it was your (CIC) mistake. Give us some time to take medicals in Canada and I will get the work permit once I submit the medicals

He did not listen to me and immediately deported us to India. It took 2 months and cost me about $ 10, 000 (I paid 2 months rent for an apartment in Canada without out living there) to fix this issue. I am still frustrated whenever I think this incident.

I am now thinking of filing a official compliant against CIC in Canadian court for there irresponsible work. Is it possible? Please advice.

Yes. I should have filed a complaint at the same year. But, I did not do that. Can I do it now?

Usually there are statues of limitations on filing complaints. Your best bet would be to consult an attorney or research what those limitations are.

I am curious did you send Case specific enquiry or send any email to CIC reporting this issue? If yes, what was the response?

I sent an email to Canadian consulate in India in 2013 itself. However, did not get any response from them.
