I had my my citizenship test done June 2015 i Got 100%
Than I have my interview with a agent who told me he can't find
one of my stamps in my passport, he told me he will review carefully and maybe a Judge need to take a final decision, I left....with in 5 minutes I found the stamp he said was missed (entry to canada CBSA) before this in the begnning of the interview he make comments like...why if you are white you are mexican? why if you came from a wealthy family you emigrate here? I said because my husband is Canadian! Born and raised.
why you take so long to come and live in Canada? I said because I was happy in my country but I need to take a decision and here I am.
you still working for this company? yes is our company. did you see behind you? I said yes! you have idea how many years this people are waiting to become citizen? ...He said you are so lucky! your process takes just 9 months. I answer I just folow the rules like anyboby else.
than is when he argue about the missed stamp. when I show him the stamp, he told me that means nothing to me. just wait. we are going to contact you for your ceremony or the interview with the Judge. I said ok. 2 weeks later, my husband wrote a letter to immigration,no answer.
than my husband and I went to immigration office in Edmonton and one agent (he was with the Judge) and he was upset to hear what happen, He ask me how the agent looks I told him and he said..mmm I know who is the guy! I'm going to take care of this, he ask me do you want to take your ceremony next week? I said, I had a trip reserved and I'm coming back on Sep 11. anyways one week later he phone me and he told me: I fix everything after Sep 11 you will receive your invitation to take the oath of ceremony and he also said, please ignore that first interview you had, our apologies, your file is in Ottawa right now. Than I came back on August 26 to notify I return early and they told me he don't work there anymore, I try to talk with the person who answer but she just was rude and said call CIC and I did and they told me the same thing, contact Edmonton Office.
I was hoping this week my e-cas will be updated but no. Nothing happen, I don't know what is going on? I don't understand at all why my file is or was in Ottawa? please any advice? Thank you.

Sorry to hear of your situation. You likely have no response because your is an unusual situation which I don't recall seeing for a long time which is an issue of CIC misconduct at test as opposed to this being a typical complaint by those attending a hearing with the Citizenship Judge. CIC officials are required to treat everyone equal and the agent seems not only to have been unprofessional but in breach of his duty to act fairly. It seems there is a disciplinary situation going on here but its resulted in your file being held up. Maybe the union got involved in this and likely the officer could have denied it and stated these were your accusations/allegations. There may also be internal office politics in play here with the second officer out to get the first officer - who knows maybe they've had issues going back in time and this was an opportunity for revenge. In any case verbal discussions with CIC are difficult to prove. Remember the first officer has his rights to rebut your version of events because in Canada there is due legal process.

It would have been best to accept the offer to attend a ceremony and changed your travel plans since the disciplinary process would have no bearing on your status as a citizen. As a first step go to your MP and get his/her help on this to include supplying a copy of the letter that your spouse wrote to CIC. Second get your GCMS notes under the ATIP process to see what's on file - type ATIP on the search engine. If you are still within the stated timelines for processing routine applications (on the assumption you had enough physical presence days) based on your application date there is not much more you can do for now.

Thank you very much for your response, I did yesterday request my ATIP...I guess, Patient is the word and I'm agree with you about they may have some internal problems between of 2 agents, because the second agent is not working there anymore.
