Hi all!
The embassy in China has asked me to send in my passport with a self-addressed waybill. In the instructions they ask to put the 'file number' on the bill. I don't have a number called 'file number' specifically; rather, I have both the 'UCI number' and the 'application number' . Which should I put on the form? I am leaning towards the latter, but want to be sure.
here is a link to the instruction page;
http://www.canadainternational.gc.ca/china-chine/visas/waybill-connaissement.aspx?lang=eng&view=d

Also, I see no reason they would ask for my passport if the application wasn't being approved. Is there any other possible reason?

Thanks in advance for your assistance!

Application Number is the file number which starts with 'F' .

For Non- visa exempt countries , they will ask for passport so they can give you single entry visa to Canada !

Maybe your application is being finalized .

Thanks for the help. Actually they asked for the 'file number', not the 'application number', which is why I was confused. :)

Yes, application number=file number, with a form of F0000XXXXX.
normally requesting passport means it will be approved soon, but I did see cases where they asked for more documents after having the passport. I think different VO has different work pattern, most VOs ask for passport when everything else is OK, some ask for it a little in advance.

Thanks laomiao! That confirms what I already thought, and sets my mind at ease.

New Delhi asks for the passport VERY early in the second stage processing, and then hangs on to it for a very long time.
