I'm guessing it's would be the equivalent of the city and guilds fibre courses which are a foot in the door in the UK or they were for me..
That's not how it works in Canada and that's not what the category is intended to be - here, the question is "do you have a certificate that is issued by an educational/certification body that entitles you to work in a regulated field in Canada?". For example, you need a trade certificate to work as an electrician. You have to pass exams in Canada to become a trade certified electrician.
If you become certified in the UK as an electrician, you'd most likely need to pass an equivalency exam in Canada to be entitled to work.
Unless I'm mistaken, it's unlikely that an FOA certificate is required to work in Canada. It's more likely that the kind of work that an FOA certificate teaches you to do would require another certificate in Canada, like limited-scope electrical worker, or cable installer, etc.
