Fiance/Future Wife sponsorship

I am hoping to get some advice from you guys regarding fiance/future wife sponsorship and the optioms available!

My brother is a Canadian citizen and he is getting married next year to a girl who currently lives in E. Europe. We are not sure hpw to approach her application to come to Canada...should we apply for trv before they are married and have her come to Canada together with him and then apply for pr inland? Or should they just get married and start the looong pr outland process and just wait? Or is there a better option of bringing her over so they do not have to bw apart for so long?

Use this page to see if your brother's partner needs a visa to enter Canada.

Let us assume worst case and she needs a visa to enter and is refused. So he has to apply outland. Outland is most likely faster than applying inland (this depends on the country she is a citizen of).

The processing visa office for the country is Vienna, but we are not sure whether it is better to apply for a visitor visa before they are married or for pr after they are married and just wait two years for the process to be completed.

The 2 years you refer to, is this inland?

There is an outland Vienna thread here, I had a quick look for a spreadsheet but did not see one, but recent posts quote 7-8 months processing time, not 2 years. Obviously that is 7-8 months from when they apply, so they would need to marry first (unless they hold common law status), then gather all the paperwork, medical, police clearance certificates, etc.

I said two years because the CIC website indicates 16 months as of August 25th and of course adding a couple months after marriage to gather all the paperwork makes the whole process very long.

Okay, but take those times with a pinch of salt. The threads and spreadsheets that members maintain on this forum are far more accurate. For example London (my visa office) says it takes 28 months, when most applicants are processed in 10-12 months.
