Fiancée lost her Citizenship and Passport in Dominican

Every year thousands of people loosing passports aboard and seams like they can mange this situation. I never heard that someone was strangled for 3 months in civilized country.

There is something I'm missing here .... so to obtain a Canadian Passport, authorities (in this case the Consulate of Canada) ask for the Citizenship Certificate?

Does every single Canadian traveling abroad bring the certificate with them?

Hi.. It is advise to all never carry citizenship card and passport together if one thing lost
you have at least citizenship card. My son submit the photo copy of citizenship card
and passport and he got a paper to travel to Canada within a shortest possible time
i.e. within 7-10 days when he landed here they have taken the papers and
he enter and than he apply for new passport , citizenship card, etc...

Is she have health card and driving licence with her at home, this will also
help as in Canada you will not have a health card until you are citizen
or Permanent resident card.... this will be submitted additional proof alongwith
copy of passport to expedite the matter.

She's now being told she has to get her birth certificate translated and certified. She's born in Dominican too.

You'll probably find that in the past there has been a problem with people from Dominican falsely claiming to be Canadian's who have lost their passport and asking for a temporary travel document. Sadly your sister is probably paying the price for previous fraud as her story can't be taken at face value and the embassy has to be 100% sure that she is telling the truth.

Health card and driving license won't suffice because even visitors can get Driver's license and health card is a provincial card which federal government cannot use to determine citizenship.

Hell, in Ontario Health cards are not even accepted as a piece of identification.
