Try both but don't pay any fees to any recruiter or recruiting firm. If you have a LinkedIn profile, try to connect with professional people related to your work and where you want to work.
I am an experienced (8+ years experience with Professional Engineer License in the USA) Mechanical Engineer, and have applied for jobs through company websites, however, I did not receive any response. May be because I am applying from the USA. Are you permanent residence of Canada or Canadian citizen? You will need LMO if you are not PR or citizen of Canada. Which province are you applying? Alberta was best for engineering jobs but nowadays the hiring is very slow and lots of company started to lay off its employees....keep trying....it also depends on your luck.
