If you're applying under 2 streams, it wouldn't make sense to withdraw until you at least get your medical request, or if you're okay completing the medicals, then until your passport is request. Your passport request will be the last point when you would be required to withdraw the other application. You can (but not likely) get rejected after completing medicals but before the passport request, though that rejection would likely be based on inadmissibility which would likely be a rejection under both applications.

I'd suggest letting them process in parallel until you get your first medical request.
So, what if i ll get my SINP approved before CEC ll send medical request to me?

You can choose to start your PNP application, pay the fees, and let it start processing at the federal level. Getting your provincial nomination is only the first half of the overall processing.

Only until your PNP application is finalized (i.e. passport request) will you be required to withdraw your CEC application - however you will end up paying the $550 fee twice (for each applicant). As such, there is a cost to having 2 applications process concurrently.

I can not start my SINP right now due to recent changes(3th time screwed), i ll be eligible only January 2th if nothing wont change and quota ll remain and if i ll have luck..there is no passport request they ll give you certificate base on it applicant apply to Federal and there is no fee..
That is why my concern is if CEC ll take long and SINP (takes 3-6 month sometimes 8-9 month) ll nominate me i dont wanna withdraw my CEC and then apply again through Federal where with SINPi ll get close wp..it is very complicated right now..

Not sure what the question was - you have the choice to have both process in parallel (but it'll cost you). You won't need to withdraw your CEC application until the PNP application has your passport requested (i.e. you won't have to withdraw after SNIP approval).

It's really your call whether you want to spend the extra $550 or more for the safety net. Can't tell you which will process faster - processing times vary wildly between different persons.
